To import your household goods tax-free from a non-EU country, you must provide specific documents, including a Baggage Certificate from your local Portuguese Consulate, a Residence Certificate from your local Portuguese council (Junta de Freguesia), and a valid Portuguese Fiscal Number (NIF). These documents confirm that you’re transferring your main residence to Portugal and have lived abroad for more than 12 months.

If you’re moving to Portugal as a secondary residence, you may still import goods, but duties and taxes will apply — typically 23% VAT plus applicable import fees.

All shipments must be accompanied by a full inventory and preferably arrive in one consolidated consignment. If splitting your move into multiple shipments, special permission is required from Portuguese customs authorities, and a detailed breakdown must be submitted in advance.

Diplomatic moves follow a different process and require clearance from the Ministry of Foreign Affairs in advance of shipping.
